In general, I think that action boards need to be driven from the bottom up because you need to have enough interest for people to be on-board and doing it and really wanting to be active in the fields. So, you need enough people who are interested in taking action, whether on media or research or whatever topic it might be, and then you've got to have people who are not only interested in taking action, but interested in bringing the action to the boards so that people can do that.
